Kelly Research Associates (KRA) is Brockton’s Shannon CSI Local Action Research Partner. KRA has worked with the Brockton Police Department (BPD) and Plymouth County District Attorney’s Office on a variety of intervention, prevention, opportunity provision, and suppression programs over the past eight years. This partnership has yielded regular data collection and analysis on firearms and narcotics incidents involving youthful offenders, as well as identification of “hotspots” and gang-involved “impact players.” The Shannon CSI action research builds on this experience and data to provide Shannon partners assistance and frequent feedback on the effectiveness of grant-funded programs, such as Ceasefire forums, a faith-based Citizen’s Police Academy, Mt. Moriah’s re-entry program, and HomeFront ride-alongs. Along with the BPD Detective Bureau, KRA has developed Impact Player profiles and a database of gang-related incidents, which are shared with detectives and the District Attorney’s Office. KRA also works with service providers to develop case tracking systems and to share best practices from criminal justice literature.
