Fall River’s Shannon CSI action research partner is the Crime and Justice Institute (CJI), led by Cheryl Roberts. CJI has worked with the city’s Shannon CSI partners on various public safety initiatives in the past, including the Serious and Violent Offender Reentry Initiative and a pilot test of graduated sanctions for the Massachusetts Parole Board. For Shannon CSI, the CJI assists the Fall River Police Department’s crime analyst with violent crime mapping and analyzes police data, court records, and interviews to identify impact players, motives for youth violence, and relationships between gangs. To assist with the development of the city’s Shannon strategy, CJI helps devise data collection methods and outcome measures for its funded programs to evaluate their impact. Evaluations are based on observations of “lever-pulling” meetings with targeted youths, interviews and surveys of Shannon partners, feedback from partners and community members from meetings, and from data provided by police and service providers. The research is used to continuously refine partners’ understanding of Fall River’s gang and youth violence problem and develop effective responses.
